Our foster care and placement programs support children, youth, and young adults, ages 0-24, who have been impacted by the child welfare system.

Foster Care + Placement

Established in 1985, our Foster Care Program focuses on the recruitment, approval, and support of Resource Family homes that serve as placement options for CPS-impacted youth.  Our Foster Care Program focuses on providing youth with stable, loving, and healthy environments by utilizing a trauma-informed perspective.

Foster Care

Our Enhanced Care program, introduced in 2023, is a specialized home-based placement option for youth who would historically have been placed in a congregate care setting. Through this program, we offer crisis support and intensive services to help youth heal from trauma and achieve stability.

Enhanced Care

Welcome Homes are temporary shelter placement options for CPS-impacted youth who are experiencing placement disruption or transition. They offer short-term, trauma-informed care, including mental/behavioral health services and family finding support, while longer-term placements are identified. By focusing on safety, stability, and emotional well-being, Welcome Homes helps youth feel supported during a difficult time and ensures they are prepared for their next step toward permanency or family-based care.

Welcome Home

Safe Harbor is our hub for community-based services and activities to promote placement stability for children and youth at risk of placement disruption. Safe Harbor provides in-home support services to families and caregivers to ensure that they have the tools needed to promote stability for the youth in their care.
